SEI Poverty and Vulnerability Programme
O B S E R V A T O R Y

SEI is monitoring research activities and policy developments relating to poverty, vulnerability, and environmental change. The observatory is intended to serve as a one-stop resource where researchers and policy makers can find an overview of current issues, obtain guidance on sources for further investigation, and be introduced to the latest information in an accessible way. Observations on emerging issues are summarised in periodic briefing papers. News on interesting case studies, research results, methodological developments, and upcoming events are posted. The Observatory includes selected bibliographies of key works, links to major web sites, as well as reports prepared within the Poverty & Vulnerability Programme.

NEW PUBLICATIONS

Adger N. W. (editor) 2006: Fairness in adaptation to climate change. MIT Press. The publishers write: "looks at the challenges of ensuring that policy responses to climate change do not place undue and unfair burdens on already vulnerable populations. All countries will be endangered by climate change risks from floods, drought, and other extreme weather events, but developing countries are more dependent on climate-sensitive livelihoods such as farming and fishing and hence are more vulnerable."

Cutter S. 2006: Hazards, Vulnerability and Environmental Justice. Earthscan Publications, UK. The publishers write: "Natural disasters and human-induced hazards cost billions of dollars and countless lives. Written by an expert on hazards, vulnerability and environmental justice in the US, this collection is useful for hazard and disaster planners, academics and students studying hazards, risk, disasters and environmental justice across a range of disciplines."

Dilley M. 2005: Natural disaster hotspots; A global risk analysis. World Bank Disaster risk management series; 5. Published by World Bank, Washington, D.C.

Edwards A. R., 2006: The Sustainability revolution: portrait of a paradigm shift. New Society Publishers. The publishers write:"The book analyzes sustainability as defined by Community, Commerce, Resource extraction, Ecological design, and Biosphere in terms of the principles, declarations and intentions that have emerged from conferences and publications, and which serve as guidelines for policy decisions and future activities."

Eriksen S., Owuor B., Nyukuri E., V. A. Orindi 2005: Vulnerability to climate stress - local and regional perspectives. Published Jan 2006 by the Centre for International Climate and Environmental Research - Oslo (CICERO). The publishers: "This report presents the proceedings of two related workshops, taking place in January/February 2005, that presented findings of the project "Adaptation as a livelihood struggle: conflict and vulnerability among dryland populations in Kenya". The research investigates how conflicts shape adaptation and contribute to vulnerability in the face of climate stress such as drought. One of the aims of the project is to contribute to national (Kenyan) and regional (East African) climate adaptation policy processes with regard to how the most vulnerable can be targeted."

Farrell A. E., (editor) and Jaeger J., 2006: Assessments of regional and global environmental risks: designing processes for the effective use of science in decision making. Resources for the Future. The publishers write: "This book is the result of an international, interdisciplinary research project to analyze past environmental assessments and understand how their design influenced their effectiveness in bringing scientific evidence and insight into the decision making process. The case studies in the book feature a wide range of regional and global risks, including ozone depletion, transboundary air pollution, and climate change."

Fisher R.J., Maginnis S., Jackson W.J., Barrow E., Jeanrenaud S. 2005: Poverty and Conservation: Landscapes, People and Power. Published by IUCN, Gland, Switzerland and Cambridge, UK. The publishers write: "This book focuses on conservation's potential to contribute actively to poverty reduction and long-term sustainable development. The authors argue that attempts to reconcile development and conservation needs have failed in the past not because they are irreconcilable but because integration has been limited both institutionally and in terms of geographic scale."

Giupponi C. (editor), 2006: Sustainable management of water resources: an integrated approach. (The Fondazione Eni Enrico Mattei (FEEM) series on economics, the environment and sustainable development). International Bank for Reconstruction and Development and the World Bank, 2005: Global Monitoring Report. Millenium Development Goals: From Consensus to Momentum. Washington D.C., USA.

The publishers write: "This publication is a milestone in the analysis of the distributional impacts of environmental policy, building upon existing literature to simultaneously examine disparities in the distribution of environmental impacts and in the distribution of financial effects amongst households."

Simms A. 2005: Ecological debt; The health of the planet and the wealth of nations. Pluto Press, London, U.K.

The publishers write: "This year, Worldwatch Institute's annual State of the World report provides a special focus on China and India and their impact on the world as major consumers of resources and polluters of local and global ecosystems. The report explains the critical need for both countries to "leapfrog" the technologies, policies, and even the cultures that now prevail in many western countries for the sake of global sustainability-and reports on some of the strategies that China and India are starting to implement."
